Should I wear a blouse with a Lolita dress, or is it only with Jumperskirts?

I am quite new to the Lolita fashion, and am looking for some advice. If I bought a Lolita dress, with a normal neckline (not exposing) should I wear a blouse with it? Because I was wondering just how much chest you are allowed to expose before you should wear a shirt, and it also might be a bit tight with a blouse underneath.

Are you sure that you know the differnce between a jumperskirt and a dress? Some places will call jumperskirts dresses.

Basically, if it shows your shoulders, it's a jumperskirt and you need a blouse. If it doesn't, it's a dress. Since dresses are the ones with sleeves, they aren't meant to be worn with a blouse underneath them.
