What do you call the lace edges on a dress?

I need to know what you call the lace pieces of a dress, the ones that go around the arm and bottom of the garment. Is it the hem? I'm not sure, pls let me know. I hope everyone has a christy christy christmas, a Very Jewish Haunaka (sp?), and a happy kwanza!

I think it's just called lace or fringe
